It's outright terrible from a narrative point of view but it's also really fucking funny if you don't take it too seriously. It basically takes a fat shit on the original story and characters to further connect Higurashi to the overall WTCverse (while also somehow pissing on previously established connections) and push a strange proto-LambdaBern under the guise of SatoRika (which is technically the same thing anyway). The plot direction is piss and more than half of the second part (Sotsu) is spent pointlessly reiterating the previous part (Gou, which itself was also mostly spent pointlessly reiterating the original question arcs for the remake meme). However, the animation and music is pretty great. The openings and endings are great and look gorgeous. The girls and K1 are also peak sex as usual, further enhanced by Watanabe's artstyle, which I think was a pretty good fit. There's good eyecandy if you're that kinda guy (but not as much fanservice as the original).
I can't call it good, but I can't say it doesn't have value. It's got substantial merit as probably the funniest "sequel" anime I've ever seen. It also brought us the wonder that is teenage Satoko. And it got Kiliu to make another doujin, so I can't hate it.
The best time to have watched it, like with all trainwreck anime/manga, was with /a/ back when it aired. I'd still say it's worth watching though if you've 39 anime episodes worth of time to spare.
