My theory is that they already know how the story will progress, but because Kuro 2 and Kai were developed almost back to back they didn't have time to polish the script and were making changes on the fly like adding the route shit and putting ouroboros in grim garten. This time they're taking a breather and Kondo said he'll talk with his staff regarding the mixed feedback and improve the script. Whether they'll actually listen and manage to improve on the feedback is yet to be seen, but Kondo said if they'll fuck up the ending they might as well be the worst company in the world.
