You’re correct I was assuming 17 and 18 would come into play despite the fact they were also the result of editorial interference. I think possibly the original plan was having the heroes in a cat and mouse situation hunted down one by one, possibly ending with goku being drained and gohan being the last one standing to save the day. This is headcanon territory, but maybe he would have used trunks’ sword (who would have taken on the 16 role)
