It is industry standard to have the voice actors record lines in batches, in greater quantity than is needed. This is obviously to avoid having to call them back every time you realize you forgot to ask Emma Gregory, or the very busy Matthew "How do you want to do this?" Mercer to voice one generic voicebark in one Act 1 area. The trimming happens after the narrative team has decided where these characters will fit. There are probably dozens of hours of unused voice lines which fit your loose definition of "cut content."
