So outside of hive worlds and forge worlds are most imperium worlds just kind of normal?

I envision them as being sort of shitty, but only in the way actual human history tended to be. Some worlds have very little tech and are basically like feudalism, some are just kind of poor. Some are probably pretty great, like Ultramar, but those are a minority. Even with all the shit going doing, a million worlds is a....lot. The vast majority can't be under threat all the time. And the million number just seems like a big number the GW picked to represent "a fuck ton, infinite for all intents and purposes"
