People really take offense in "being as strong as Rayleigh" when the old fucker was pretty much going toe to toe with Kizaru on Sabaody: God's Valey Ray might as well have Emperor-tier swordmsanship.
Also God's Valley Garling was literally the underling of an underling (Saturn in this case) so he was never going to be as strong as the actual big dogs like Roja, Xebec or Garp. It narratively never made sense.
