You could fake cels for ages now. People don't because it's really not that popular.
Like how people go on endless tirades about how amazing color blending on ancient CRTs worked but how many nostalgia-bait games actually make use of it? I don't know any. How many at least fake the same effect? Once again drawing a complete blank.
I wouldn't be surprised if even in this thread most of the people had no actual idea what cels are and which part is cel, which part is different budget/style and which part is just fucking grain from upscaling analog frames of 240p VHS shows.
