What he's saying is that there are people who have spent over a thousand bucks on content for Sims 4, and releasing Sims 5 risks alienating all those people as the content doesn't carry over, so instead they want to turn 4 into a service game that they keep updating and releasing new DLC for, so the people who already have everything keep buying the slop out of sunk cost fallacy.
