What he's saying is that there are people who have spent over a thousand bucks on content for Sims 4, and releasing Sims 5 risks alienating all those people as the content doesn't carry over, so instead they want to turn 4 into a service game that they keep updating and releasing new DLC for, so the people who already have everything keep buying the slop out of sunk cost fallacy.

This argument works for an MMO but not for a single player game.
If the player base moves to the new game, the people playing the old game are not going to be affected. They still have a decades worth of content to keep playing if they choose.

The main target audience for the sims are women on the cheapest low end laptops, making a new game would mean raising the requirements locking out millions of women from playing the games.

consider the possibility of a sims 5 that uses your purchased content from 4?
to expound: take sims 4's engine and make sims 3's open world in it and call it sims 5. You now have a sims 5 that looks like sims 4 and is compatible with its content while having the expanded features you'd expect of a sequel, without the customer needing to buy a new PC. You can make new stuff packs compatible with both games or just lock them to 5 only, and world expansions are naturally limited to 5

They could make 5 and still use most of the user assets from 4. Sims 5 doesn't need gay ass Korean graphics, it's fine as it is, with goofy slightly cartoonish characters, it needs more scripting complexity and a decent world, so that the Sims becomes something more than just a doll house.

This reminds me of the situation DOA5 and DOA6. A sequel so unnecessary releasing near the end of PS4 and XBONE lifecycle, Visually similar to DOA5 and only adding 3 new fighters. It almost seems like it could had been another addition to DOA5. But being a "new" game meant none of the DOA5 DLC would carry over. I've seen other games carry over old DLC. One Piece Pirate Warriors carried DLC over to 3.
