There's both an actual mind reading/controlling aspect to it (Terezi was able to see Brain Ghost Dirk) but its mostly about choices, consequences of actions and causality, yes. We don't see any godtier mindplayers so all we have is the brain ghost dirk moment, her predicting what vriska's choice was gonna lead to (both very much Seer moments) and that weird mind beacon thing she did with the retcon. I think we'll get more info on mind once we go further into Beyond Canon since I think Vrissy will be a Thief of Mind
