Speaking as someone who didn't get spooked by him but was easily scared as a kid, its not the eyes that are the "problem", it's the whole perspective, the fact that if you try to get behind him before his attack pattern was done he'd turn on you, and the big chase attack. These, and a wonderful monster voice, makes for an awesome and pretty iconic boss.
I'm glad that the Sonic IP is so diluded in layers upon layers of garbage discussion that it doesnt seem like King Boom Boo never got dragged into

that is a more prominent issue in, say, Kirby.
It's a damn shame that this type of content has seemingly muted the idea that aesthetic choices like these act as great pieces of memorabilia and overcoming them sticks to the mind of a more emotionally sensible, innocent kid.
