Incompetence.
One, they have to find a way to monetize the game since every game has to make at least a billion dollars to be worth the effort, they haven't figured out how to do it while still actually having the game sell in the first place.
Second, they need to make a game people actually play. They have no idea how to make good AAA titles anymore since it needs to be "safe" and """accessible""" enough to appeal to an audience of people who have never played games before and have no existing interest in Fable or games generally. The only way to do that is make the game extremely generic, easy, and without any depth.
I think they at least realized that trying to make every game Skyrim doesn't work and doesn't sell so they are stuck in a dilemma where they do not have people competent enough to make a good game and also cannot just make an extremely generic, mediocre game sell well enough.
