I don't think you understand the nature of the problem. The government isn't really concerned about a falling birth rate, to them that's just another excuse to say "WE NEED MOAR IMMIGRANTS NAO!"

Likewise they're not concerned with home ownership becoming an unattainable dream. When they bring in millions of immigrants every year do you think they're surprised when unemployment goes up, wages go down, and housing prices increase exponentially? Of course they're not surprised, those results were the goal all along.
