Non-nuclear EMPs exist. They're called explosive flux compression generators, and come in various forms but all with the basic idea of using a high explosive to destroy a charged induction coil (thus releasing the coil's magnetic flux as an electromagnetic pulse). Also there are several directed microwave weapons that essentially mimic the effects of an EMP on a target.
Neither are useful weapons because electronics are easily shielded against EMP and modern devices are all hardened against ESD anyway (which protects against EMP too since it's basically the same effect).
