If you are a beef lover, Argentina has probably the best beef in the world. And dey don't season dey food. The rest of the cuisine is mostly Italian and Spanish cuisine. (Good pizza, cheeses, salami, pasta, etc.) It's one of the least spicy cuisines outside of Europe.

Uruguay, Chile and South Brazil are also Latin American countries where the cuisine is non-spicy. Uruguay and South Brazil are similar to Arg. Chile is basically Peruvian cuisine but less spicy. Colombia and Venezuela ymmv but also tends to be non-spicy.

As for Asian cuisine, Japanese cuisine has also been rated as one of the least spicy cuisines in the world. Everywhere else in Asia is spicy, maybe excepting parts of China.

Otherwise IDK, Russia? You excluded Europe and I suppose North America. Everywhere else tends to be spicy.
