I think water in general is usually controlled by the cell record if it's in the terrain/interior
like enb can control how much color water has but not which color; so, it probably would require a game restart
but, for a smol pond feature, it might be different because it uses a pond.nif?
I'd try finding the mesh in console then editing it in nifskope/os; after saving disabling and enabling while in-game should updoot it for quick testing
I did something similar with the perobath in outfit studio when I attached a river rapid foam fx to it
ofc it flooded the whole restroom w/ foam but it was quick lol
