He doesn't know what he's talking about. Here is some art of Mr. Wolf and Diane Foxington from Genevieve Tsai, and she literally designed Carmelita in Thieves in Time (not the 3D model though). She currently works at Dreamworks.

In this style you can see she drew Mr. Wolf with a more exaggerated and boxy snout, which DIane Foxington obviously does not have. She's got a small and narrow snout that makes her look more delicate and feminine, and that's how Genevieve Tsai drew Carmelita Fox, too.
