Yes, 0.75 is not a large difference in absolute terms, but that's why I used a percentage, because the relative increase is quite large. Infact it's closer to 40% when I see the numbers, not 33%

For the M4A1 and the AK-205 the difference is 133ms, making it about 66% slower than the M4A1 in TTK

The combos also barely change since you're forgetting that the M4A1 also can equip an increased multiplier up to 1.70, the AK-205, although equippable with a 2.10 multiplier, suffers from a lower BASE damage
The accuracy is nice, but the lower base actually means that you are able to miss shots leading into a first shot HS and still have a faster effective TTK than the AK-205 opening with a first shot HS, even if the latter does not miss any of the followup shots
