Fresh starts are fun. People are making new characters all the time, so there's leveling parties happening.
Common basics are in high demand, so people group for that too.
For ccRO in particular, same can be said for MVP cards.
There's just a lot of excitement and you get to actually experience the MULTIPLAYER part of an mmorpg.
And the sense of achievement and bonding as you become strong enough together to tackle increasingly harder, and rewarding, content.

While old servers are largely... grind by yourself. Need items? Buy them with zeny you farm yourself. Need something rare and hard to get? Farm A LOT of zeny, or give up on it. You don't really see parties form for this stuff. You're fighting an uphill battle trying to motivate people who already have everything, to do content with you that don't get them anything in return.

As the server ages people acquire what they feel is worth the effort, and then piss off, or sit idle in town all day using it largely as a chat room. A rare few hardcore min-maxers will be out grinding for a 0.001% increase in power and barely notice you exist. If you're lucky, you might get some freebies or a bit of help here and there.

But you sure as shit aren't coming home to parties every single day.
