As I mentioned with Shadow, I think interpreting Sonic or Silver as strict bottoms is drawing solely from surface-level behavior. There is no proof that Sonic would be a bottom. Heck, if I think about it, there's some proof he wouldn't be.
He's described in the original bio as a guy who likes ogling women, but he also hates to be chased by them. When Sonic has a choice, it's him doing the chasing. Sonic's extroversion hides his own insecurities just like Shadow's introversion hides his insecurities. Sonic does not like to express extreme vulnerability around others, which is why it's said he won't show his tears to anyone.

I suppose Silver wants someone trustworthy to guide him, which was Blaze. But even when he's not with Blaze, his behavior is still quite brash and assertive. Even when Rouge is being really straightforward about her advances towards him, he isn't exactly receptive. I get the impression Rouge either isn't his type, or that you're right and she needs to start getting rapey for it to work.
Amy will never stop chasing Sonic, she loves him forever. If she hypothetically went for Shadow instead, well... I don't know. She might have luck, or she might get the same lack of reception as Rouge does. Or she might just overwhelm him entirely. Shadow wasn't always cuddly with Maria, he even asks her why she's yelling his name for no reason with an annoyed huff. And Amy is more extroverted than Maria. It'd be a lot for the poor guy.
