I think its more like strength create systems that justifies its own existence. Armstrong has proper faith that people who are strong enough to fight their own battles are also intelectually strong that those two go hand in hand while the current system in its rotten state prevents the strong from rising up and making something better because its system of parasitic oppression is so overwhelming that no one besides him or someone who knows the game could actually destroy it from within.

Armstrong is someone who has faith in his ideals and the people who would thrive in his system, the ubermenshes would essentially have all that it takes to basically be good at everything and work together when they see fit or fight each other, that the natural order of such conflict would arise a type of system that is better than anything else preceeding it because the system itself would value strength because it was created by men of strong will and spiritual strength who fight for an idealogy and not for money or stupid non-sensical crap.

Essentially the system now is run and perpetuated by people who are fearful, craven and love money and use their power to suppress people who are better than they are, like the Kali Yuga saying the Merchant caste would rule over the Warriors and the Priests which is something Armstrong finds fundamentally disgusting and hes right. Anyone with a strong moral backbone and a sense of awareness would realize the state of the world is one of weakness and perversion because its run by fearful usurpers who have no strength of their own.

Raidens real concern is his objection to the End's Justify the means philsophy of Armstrong in that Armstrong is willing to oppress weak people, operating within the bounds of the system he claims to hate because he intends to destroy it by any means necessary. Armstrong sees this as necessary as these people would never have thrived anyways thus has justified himself from any wrong doing.
