Engineer here, it's not that simple. Disregarding the dickwaving (it's the world's highest bridge), the gorge is quite deep, with steep cliffs. The geology might be so variable and unstable that it is indeed cheaper/faster to just obliterate the mountain than drilling through, which is really only one part of successfully implementing a tunnel. You have to ventilate, drain, protect against seismic activity, etc.
