My parents neutered my dog at a year old. He still has aggression issues with non neutered dogs. By the time he was 9 months to a year he would run off half a mile away to go hump a dog and wouldn't listen to any commands to stop. He'd often get into scrabbles with other un-nuetered dogs.
So it really depends on multiple factors such as how well/much time you can dedicate to training your dog, how often you come across other dogs on walks and such.
