1. Western North Africa is not a valuable market. Morocco Algeria Tunisia, etc etc have no economy worth building a mega bridge for. Anything worth sending to Spain could be sent by boat; it's close after all.

2. Nations south of the Sahara have valuable natural raw resources, and it's better to ship them on boats.

3. Spain's economy is weak and has few industries that needs raw resources from any part of Africa. It's better for Africa to send its goods to countries that matter (NL, UK, Germany, France) by boat. Driving through Spain is a huge waste.
