Whether Makima would have used her powers in a more or less correct way is something that is beyond the point here... what Denji applied here was Makima's philosophy of a necessary evil.

Being an effective hero inevitably entails being someone like Makima, because chosing to kill more innocents instead of less makes no sense. And turning a blind eye doesn't make you a hero either, just a coward. Death does the same, she isn't different from Makima in this regard.

PD: Makima wanted good for humanity, her dogs, not being her first priority doesn't make it less true.

Then the question is if Fujimoto will make Conquest save Denjis ass once again or not. When Denji says things like "I don't deserve to be happy" it means that the author is introducing this question to the reader; does Denji deserve to be saved again? By the deviI he abandoned to pursue his shallow dreams? Denji will need to answer that with his own actions in the future.
