I don't know if some are just coping when they pretend SNK's products aren't just low-quality in basically every single way except the music still being mostly good, and the gameplay mostly fun. Either coping, or just straight-up delusional. SNK's shit is generations behind everyone else. No, it's not just because of the nature of Fighting Games nor brand-name, though brand-name is a big component to the success of FGs in modern day. It's 70% because their shit is just severely mediocre and indie-tier(in a bad way).

Not KOF 15, no. It's the easiest KOF yet. They've even simplified the input motions, made inputs more lenient, and more. All the people who still go on about how KOF is oh so hard are just people who don't want to play, and aren't interested in SNK's stuff. I don't know why they don't just say that. I bet 80% of the people who are cooming over and hyping up Marvel Tokon as the biggest FG release in years are the same opens who talk about how having to learn 3 characters in KOF is so taxing and unintuitive.
