You're a retard if you don't think the wealthy will just leave. This happens every time. Raise taxes too high on the wealthy and you lose the population. The rich are more mobile than anyone else. You WANT them to pay taxes, and you WANT them to spend their money here, and you WANT their businesses to come here and hire/pay the people who live here. There are diminishing returns on increasing taxes and you just lose money when you go higher than other places. Taxing the wealthy 80% or something is just envy and jealousy politic and it is embarrassing. I want the wealthy people in my country, bringing their wealth here, not Dubai. I don't want to lose all the wealth to Florida and Texas because my state implements a retarded tax hike that costs me my job unless I move to Florida or Texas.
