I've seen this a lot in the last 10 or so years. They just expect that YOU will look out for THEM. It works, over and over again, until it doesn't. With whites it's usually because they are looking at their phone. With niggers it's just another way to annoy people.
They both do it every day, then they do it at night, then they do it at night in the rain, and finally, they don't do it anymore.
