I can't find the enemy base even though I'm walking expeditions around in high activity countries. Do I need something researched to spot it or what? I'm doing really poorly I think since I didn't know what to research, didn't know that where you placed a base mattered, and I picked dumbass captain so I keep getting tons of negative infamy randomly.
