You just need to OL their gears for them to catch up. Unless you're swapping a +7 core character with someone with zero dupes
OL stats give a huge CP boost the more lines they have
Leveling up dolls is annoying tho. We need even more doll mats, and I hope the new Surface mode later this year will fix that
