Paranoia Highmore has -60/-80 ASPD debuff area. Walter S3 also makes her attack slower than usual, and Flinger ASPD is already middle of the pack. Add it up and Walter might look like she isn't shooting at all, but her attack interval simply gets nerfed to almost +10 seconds.
