Act 1-3 in PoE 2 is equivalent of Act 1-5 in PoE 1.
People seem to forget this when comparing the time difference to beat the campaign.
Arguably, if Act 6 is only "half an act", then technically Its Act 1-2.5 = Act 1-5 in PoE 1.

Would you guys be able to design uptie 5? Like, would any of you, on your own, be able to make UT5 for every ID in the game, balanced, in a timely manner (2 weeks) and with a detailed justification to the director about the power and theme to his scrutinizing satisfaction?
