Former mayor of Kherson, Volodymyr Mykolaienko, was illegally detained by the Russians in April 2022. Volodymyr served as the mayor of Kherson from 2014 to 2020.

The 65-year-old man was held illegally by Russia for more than three years. He is a civilian who, under the Geneva Convention on the Protection of Civilian Persons in Time of War, shoud not have been detained. However, the Russians continue to violate the norms of international humanitarian law.
