Yes, and it works. The "heroic" physique we've all naturally identified since the age of the ancient Greeks is in the height and shoulder width. 343i made Chief's shoulders bigger, so now he naturally looks more heroic. Simple character design 101.
It seriously feels like people kneejerk against this design because they don't want to admit 343 did something, one thing, right. They took Bungie's design, tweaked it slightly, and it looks better. It's not "blasphemy" to admit this.
