Your method sounds good to me. I've been slowly working on my comic too, it's 60~ish pages but I've only completed to page 3. However it's fully sketched out. Here's what I do:
-"Feel" the flow of the panels and fully draw out the sketch, panels, bubbles, dialogue, repeat
- As I complete pages, I go back and re-read each page from the start over and over to identify anything weird about the flow, or panels that don't look good or feel awkward, change things accordingly
- Once sketches are complete and story is done (ensuring proper flow), begin the re-drawing phase of lineart, shading, and comic effects
