He was shot in the chest but was wearing body armor under his shirt, slow down either of the close up videos and you can clearly see it shift up before a piece of shrapnel hit his neck. If he was wearing ceramic armor he would have lived because it deforms and absorbs the bullet fragments but hurts a lot more. Instead he was wearing a cheaper solid metal plate that doesn't absorb the impact, just splatters the bullet like this.
