There are two versions. First one heavily dropped the ball and was quite bad because it didn't adhere to the source manga, so Eat-Man '98 is it's technical remake/reboot that's way more faithful, even though it has some sequel'esque elements in it. It's like comparing 90's Hunter X Hunter to 2011's remake. As for comparison with Trigun - Eat-Man '98 always BTFO'd Trigun. Trigun was never good.
It's nothing like Outlaw Star, however.
