A people who are inherently evil and beyond any reproof or correction cannot be benefited by any change in laws or social order ; the same way that a shitpile is still a shitpile no matter how you arrange it. The American people are inherently evil : they are rootless cosmopolitans, the trash shat out by all the nations of the world, with no shared values, history, or traditions beyond what corporations tell them. Their religiosity is loose and wickedly states that man can live as selfishly as he wants, but as long as he mutters some words about Jesus, he is saved. Every man is for himself, the very idea of "America" is a joke so they are the people least likely to make sacrifices in the name of their community or their country. They hate each other and everyone who lives around them, as proof of their spite the wealthy half of the society refuses to provide the other with even basic medical care.
Nothing can possibly save this country. It will go the way of Sodom or of Tyre in the Bible. It will take probably 400 to 500 years of committed evangelization by a new, more militaristic, violent, and socialistic version of Christianity to restore some semblance of order in whatever ruins remain after the collapse. But that will be a distinctly post-American order. So the entire dialogue and activity of today must be centered not around "saving America", but preparing the people of the United States for what comes after America and for survival in the post-American order.
