How come Leon let's ada escape with dangerous virus and parasite samples to sell it to terrorists and criminal individuals like wesker, isn't he supposed to be a government agent that fights exactly against that? in RE2R he pointed a gun at her and in 4 he just let's her go with the plaga sample?

He should have called the government at the end of 4 and asked the air force to intercept her chopper or something, imagine the information she could give.
