Act 1+2 are already longer than most crpgs, but they still feel like merely an introduction to everything, every faction and every important character. At end of Act 2 you became RT proper, get introduced to your competition and stuff like this. And then Act 3 is a bigger sidequest and ultimately not that important. And suddenly by Act 4 and 5 they really needed to start wrapping stuff up and probably ran out of money and time to make game as well.
People keep complaining about act 4 and 5 being too short and that new dlcs should be in them for this reason. But adding a random Ork Waaagh or other stuff like this on top of act 4 won't fix how underwhelmingly everything got resolved
