I really do think how often you get the new heroes depends on your proficiency with similarly classes heroes. I never play abrams or mo or calico so I never get Billy. I don't play Ivy, Kelvin, McGinnis or Dynamo so I never get Paige. I play Bebop, Holliday and Geist so I often get Doorman and Mina

Do the tutorial, get a feel for each hero in sandbox mode, explore public item builds, watch replays. Playing a Hero for the first time will put you into a lower rank game*, so don't worry about it too much.
