Which is a theme of the game in which everybody is vying for those chisels hoping for immortality and shit despite Duryal telling everybody not to fuck with the life and death cycle. And he probably knew more about the chisels than anybody. The chisels can't grant what Wuchang want, they literally can not ress her sister like she would want. She isn't ready to accept it and steps outside the Samsara cycle (unbeknownst to her probably) to live forever in that dream.
