Characters like Dorry, Brogy and Crocodile were just introduced too early, pretty sure literally stated it regarding Crocodile. Oda never planned the story to last this long, so the powercreep and bounties just kept getting bigger and bigger. That said at least Dorry and Brogy were very much implied to be a lot stronger than Luffy during Little Garden at the very least.

Harald was a relentless viking for the first 45 years of his life. Afterwards, he still traveled a lot despite being mostly peaceful. Also, He probably had lots of fights within Elbaf. No, Dorry and Brogy were already captains at that point and about 5-6 years older than Harald, if anything Harald would be an apprentice of theirs. Though I think it's likely they weren't on the same crew, but they will probably interact, maybe even fight during this flashback.
