And genuine socialism would universalize that music so it would reach the working people. In the Soviet Union, they had open air classical music concerts. They didn't have "block parties" or "raves" but indulged in music that reflected the beauty of civilization.
Likewise, the USSR banned jazz for being degenerate and anti-proletarian and chaotic in nature AKA ugly. When you are surrounded by nothing but ugly, you start to see the world as nothing but ugly, and begin to lose faith in your fellow working man.
This is also why China bans rap. They don't give their children MPCs and teach their kids to "sample" but give them legitimate instruments and teach them to play classical music.
