I think its reasonable to say "don't use mods that impact other players both from a visual or gameplay perspective" and "don't use mods that allow you to buypass our cash shop"
Personally the "don't talk about fightclub" approach is best in my opinion anyway. Lets people goon or make some small tweaks to their UI and shit they prefer, while preventing mods from becoming so prevelant that it becomes like WoW where playerbased expects them, fights are built around them, and the game becomes unplayable without.
