Depends on what you consider a negative reaction. Like the other anon said it's also got to do with how prominent the character is. In anime for example they have tons of huge tits that normies obviously notice but don't really make a big fuss over. Tsunade in Naruto canonically has massive tits that people take notice of at times and the audience definitely notices but no one really calls her a super sexualized character.
You've gotta factor in outfit, personality, prominence, obviously the size of them, what type of game it is, etc
