We just bill retarded employees for damaging company property. We have policies allowing for accidental damage once in a while. Shit happens after all, but if someone is routinely breaking things every other month, then they can damn well pay for it. It's legal to do direct paycheck deductions as long as it doesn't take them below minimum wage, and the only people that complain are the exact kind of dipshits you don't want in the company anyways.

Why would you waste IT/admin time (and thus hundreds of dollars of their hours) fixing a laptop when you can buy replacements? A laptop with a decent processor, 8 gigs of RAM, and a 1080p screen costs next to nothing these days, and that's all 99% of employees are ever going to need. Ship the broken shit back to Lenovo/Dell/HP or whoever and let them deal with it if it's under warranty. Otherwise, buy a few spares, and rotate out devices every few years. That means everyone has a relatively up to date device, you only have a handful of device types/install images to manage, and you get rid of stuff long before random hardware failure starts to become a major issue.
If your company can't figure out that the IT overhead of managing a bunch of random legacy shitbox laptops is more expensive than buying basic replacements every 3-5 years, congrats, your company's management is incompetent.
