It actually does. New games generally lose support over time even if they aren't getting winners. 3H has lost support nearly every year, Fates lost support every year, Valentia lost support heavily.
This chart stops at CYL8 but in CYL9 Engage dropped from 21.3% to 15%. It is literally crashing faster than 3H was while actively having characters removed from the pool. 3H dropped by from 44.4% to 37.8% of the overall vote between CYL4 and CYL5, meaning it lost about 15% of its total support.

Dropping from 21.3% to 15% means Engage already lost 30% of its support without any winners.

Three Houses between CYL5 and CYL6 saw a drop from 37.8% of the overall vote to 24.5%, a drop of 35%.

Engage has been declining twice as fast as 3H did. Even if it tracks alongside 3H from here on out it would mean its vote share in CYL10 will be about 9.75% of all votes cast.
