The only time IS have ever made a cast with more than like 5 A-listers is Three Houses though, and they didn't make that cast. It's not that weird. Awakening has Chrom, the Robins and Lucina, Fates has Camilla and Femui, Tellius has Ike, BK, Micaiah and Soren etc.
3H is the outlier in having like 20 characters that fit that bill. And Engage is the outlier in the other direction, where in a cast of 40+ Ivy is the only A-lister and Yunaka and FAlear are low B-listers.

Another example is Felix, had a three year gap between Winter and Base, was still top 5 in CYL for years and won.
They aren't comparable, they were never A-listers. Just like characters like Diamant, Veyle, FAlear etc aren't A-listers, they popular relative to Engage but not to FE. Most games do not have more than 3-5 characters that are popular relative to FE, 3H is the big exception to that rule. Using 3H as the comparison point is dumb because 3H is an outlier.

The way things currently are, Brave Hilda is inevitable.
