You can change the color, size, and font of basically any UI element in Windows versions prior to 8. This is XP's classic theme, but 7's works much the same way. The only things that lacked dark mode were third party software, which isn't the OS's fault, and even then good software would just use the system's color scheme.

Also a bad thing, forcing you to crane your head to see things on the left or right side of the screen, and making you drag the mouse for miles to access anything. And if its not wide enough to force you to do those things, then its not wide enough to need a centered task bar
